==Background:==
2004-02-04 discussed at Wilderness First Aid course

Are all of our members capable of supporting themselves alone in
the wilderness for 24 hours under any conditions?

How do we classify the survival capabilities of our members? On
a tasking, how do we decide which members are capable of facing
potential survival situations?

==Proposal:==
We create a survival requirements test. Members are classified
as to whether they pass that test. Their classification is
available to the overhead team for planning. PCSAR provides related
training. When sufficient members have classification, it becomes a
requirement for certain types of taskings.

Survival Skills Classifications:

Unknown - members skills have not been verified.

Level 1/Summer - Member has been on a 10 km summer hike. The
weight of their pack is recorded. On a separate occassion member
camps solo overnight. Member is monitored through-out the night for
safety. They use a pack of the same weight of which 2 kg is
unusable equipment representing SAR related load.

Level 2/Winter - Member has been on a 5 km snowshoe hike. The
weight of their pack is recorded. On a separate occassion member
camps solo off-the-land overnight. Member is monitored through-out
the night for safety. They use a pack of the same weight of which 2
kg is unusable equipment representing SAR related load.
