Background:

Occassionally subjects have been evacuated using ATV's (quads,
trail bikes, snowmobiles). Under what circumstances is that
appropriate? What are the alternatives? Should the subjects always
be provided with a helmet? Can it be appropriate to carry a subject
as a passenger on an ATV that is not rated or not insured for
passengers?
