It performs the core function of Link/Desc,
with the display Text computed by the caller,
and the Internal link to use if an internal link is possible also computed by the caller.

; Page : (required - may be empty) Page to link to. Can be empty if RevisionID isn't.
; RevisionID : (required - may be empty) Revision ID specifying page and version to link to
; Text : (required) The text of the link to display. Since it is required, the default value if Page does not exist does not need to be computed.
; Internal : (required) How to display the link if an external link does not have to be used.
