- if balking from tasking agency, we can rent room and charge tasking agency. Or we can pay out of contingency fund.

- make it really easy for them to stay
- ultimately it's their call
- when safety issue is handled, no need for accountability
- notification on return, only if traveling against safety suggestion to wait
