Suggestion #17: Call out needs more than 15 minutes to marshal at fire hall

Need to give 30 minutes. Focus on efficiency.

Reviewed at 2013-06-19 Preplan meeting.
- Problem is that people at the end of the list only have a few minutes to arrive at the fire hall, whereas the people at the start have plenty of time.
- Easiest solution is to use our new automated call out system.
- Eric Bruder to check with Linda on deployment and work on soonest deployment.
