Develop terms of reference for the PreplanCommittee

The committee discussed developing Terms of Reference for the committee. The points drafted were:
- all search managers are expected to contribute
- the committee establishes Standard Operating Procedures for operational activities.
- it identifies needs for equipment and skills, but does not manage the development of those.
- the committee has detailed expertise in search and considers issues refered to it from a technical rather than organizational perspective.
These Terms of Reference will be refined and later presented to the board for endorsement.
