handles a suggestion attribute.
- property
- the property to be set.
- property value prefix
- this is prefixed onto value when the property is set.
- category
- the prefix of the category to set.
First, the value is displayed.
Second, the property named by property is set to the value.
Third, a category whose name starts with category and after a space ends with value is set.
