I think you'll find that more often than not members will submit expense forms without the mileage rate filled in. That's because the mileage rate changes every quarter, and people have to go onto the government website or the wiki to look it up.

You might be able to get more people to fill it in, by telling them what the applicable mileage rate is when you prompt them to submit their expenses.

Whenever you modify or complete an expense form on behalf of a member, you should send them a copy of it, with their cheque. For simplicity, it might be easiest to always send them a copy regardless.
