Create sealed packages for each overhead team member role

• Each package contains all materials needed for that role for one operational period (froms, pens, etc.)
• Seal packages so user knows they are complete
• Determine what materials each role needs
• Determine how many operational periods to be prepared for
• Buy the materials and photocopy documents needed
• Prepare packages
• Prepare instructions for re-supplying

Reevaluated by the PreplanCommittee 2004-09: Doesn't give extra value. Better to have better understanding of current hanging file system
