Plan for how to deal with spontaneous volunteers.

A few past incidents have involved dozens or hundreds of spontaneous volunteers. Those numbers require some form of coordination to avoid chaos. The coordination has used a lot of trained resources.

• Scope out the problems that have occured in the past or might

occur in the future.* Propose Standard Operating Procedures for handling spontaneous volunteers.

• How can we minimize the trained resources used in managing

spontaneous volunteers?* Consider using arm bands to distinguish volunteers acting under direction and undirected (ununiformed) volunteers.* Consider some way to distinguish vehicles of directed and undirected volunteers* Propose equipment and/or traning that may help handle spontaneous volunteers better
