First Aid Label Issue

2004-02 Brought up during Wilderness First Aid course. There were blue circles in one of the first aid packs, in an unlabelled zip lock bag. Neither the instructor nor the students knew what they were.

Should the contents of the first aid packs be inventoried and labelled?
