PCSAR Doc-96 Operating Profile/Wikify

Operating Profiles need to be reviewed and updated continuously. Having them as wiki pages makes that easier to do and more likely to be done. As wiki pages, the needs that they define can be more easily referenced from other parts of the wiki.
