Formatting changes are too extensive to identify changes this way. But save this method for next year. Instead print out both documents and hand compare. See scan in Brett's 2020-01-06 notes.

Major changes:

  • "Increasing the capability of Alberta's search and rescue communities to respond to ground and inland searches".
    • No longer "disaster, emergencies and searches"
  • Eligible entities are volunteer
  • Groups no longer have to be members of SAR Alberta
  • Fax number removed, but still says may fax.
  • January 15 submission deadline instead of September 30.
  • Avoids explaining process to amend budget or change designated course
  • Extensions/changes cannot be made after April 1, used to be May 31
    • suggests that courses scheduled for April or May are riskier, in that if last minute changes are needed (e.g. instructor sickness), there is no way to get an extension.
  • UTV course dropped
    • might be considered part of ATV
  • "Innovative" "Search and Rescue Training" category changed to "specialized"
    • may duplicate "Specialized Technical" or relax requirements

Of note (not changes)

  • student travel is ineligible
    • But form says may be accepted. We listed $700 last year for SAR Basics, but got only a part of our course total, much less than would be accounted for by this number.
  • course may start as soon as Minister signs (Not April 1 as thought).

  • add field for date of training to be held
  • travel cost removed from course details
  • remove fax from method of submission, but still provide fax number
  • add printed names of people signing
  • review by "Grants Administrator" instead of SAR Liaison Officer
  • reword FOIP statement

2-day Team Leader

last year: Description: SAR-trained and experienced volunteers learn the necessary management skills to lead and conduct the resources during a search.

Analysis:

2-day SAR Search Manager Recertification

last year: Description: This refresher course focusing on initial response is a priority course. Teams in regions are encouraged to train together and to bring in their local police to participate in this course. Participation is limited to certified Search Managers.

Analysis:

Full certification ran 4 years ago with opportunities for recertification. Unlikely to have others interested in recertification-only at this point.

Tabletop Exercise

last year: Description: Exercises focusing on SAR management in a regional or multi-team participation.

Analysis: Larger project than we're prepared to take on.

Provincial Exercise

last year: Description: Live exercise utilizing resources typically involved in SAR activities. This exercise has resources from across the province.

Analysis: Larger project than we're prepared to take on.

5-day Search Manager

last year: Description: SAR trained and experienced volunteers learn the necessary management skills to lead and conduct a search.

Analysis:

  • Search Manager
  • Preplan identifies need
  • Hard to fill locally
  • Better use of funds to send candidates (if possible) to course elsewhere

Train the Trainer

last year: Description: Participants learn to teach the basic entry level search and rescue skills and theory.

Analysis:

Some but not enough students here to host.

Search and Rescue Training

last year: Description: Specialized training programs (will be evaluated on a case-by-case basis).


Analysis:

  • A general catch-all classification for other types of training.
  • Used to be called "innovative" rather than "specialized". Probably no reduction in scope.
  • Likely encompasses the similar#Specialized Technical
  • This item is repeated multiple at the bottom of each page in the guidelines.

ATU Safety Course
