Develop a Standard Operating Procedure (SOP) regarding use of untrained/uncertified volunteers.

  • At least one of the persons working on this task should be

familiar with the untrained/uncertified volunteers that PCSAR has used in the past.==Tasks:==

  • Review/Consider various groups of volunteers
  • members who are capable of a skill but are not interested or

able to take the time for certification* non-members who commonly help with incidents and are generally recognized as skilled, but are not interested in joining, or taking formal training or certification* non-members who are not well know to the team and carry no certification (the classic spontaneous volunteer) (developing a plan to these people is a separate task: SpontaneousVolunteersPreplanTask)* Identify the skills and tasks we might continue to use untrained/uncertified volunteers for

  • e.g., Appropriate use of local experts (e.g. terrain,

etc.)* consider where we've used them in the past* Identify the risks of using untrained/uncertified volunteers

  • What are our liability issues?* Get formal legal opinion on risks / liabilities if an accident

/ fatality / screw up happens as a result of the use of untrained / uncertified searchers* Is it feasible to have non-members which we commonly use to join and train/certify?* prepare recommendations

  • SOP's* goals for reducing reliance on untrained/uncertified

volunteers* review recommendations with PreplanCommittee* present recommendation to BoardCommittee (because there are aspects of organizational responsibility)
